September 28, 2010

The regular monthly meeting of the Bethany Lutheran Church Council was held on Tuesday, September 28, 2010, and called to order at 7:28 p.m., in Room 210 with President Andy Gift presiding.  Members present included Derek Birznieks, Heather Kekstadt, Kevin McAuliffe, Terry Pickett, Pastor Ron Glusenkamp, Becky Godec, Michelle Stone Kraus, Ron Guse, Joel Halvorson, Don Abram. Maren Diercks, Pastor Ruth Ann Loughry, Brenda Greenwald, Dan George, Del Hock, and Peggy Furgason. Bill King was excused. At 7:04 pm. Dan George opened the meeting with a Walk With Jesus devotion.

Motion C –  Don Abram moved and Peggy Furgason seconded to approve the 2010 housing allowance of maximum of $24,000 for Pastor Paul Gilbertson. It was approved unanimously.

Motion D – Don Abram moved and Terry Pickett seconded to approve continuing education funds of $900 from the general fund for Kevin Dragseth. It was approved unanimously.

Motion E – Ron Guse moved and Terry Pickett seconded to approve Sprint agreement. It was approved unanimously.

Recommendations:

1. Make Founders Campaign payment numbers a priority to look at in anticipation of future prepayments.
2. We have a responsibility to stabilize the situation with the debt and continue to pay down before taking on any more projects.

Action Items:

1. Andy will sign new Sprint agreement tonight.
2. Ron Guse and Don Abram will present at New Member class in October. Michelle Stone Kraus will present at the class in January.

Motion A – Bill King moved to approve the May Council Minutes and Derek Birznieks seconded. It was approved unanimously.

Motion B – Del Hock moved and Derek Birznieks seconded to use Founder’s Campaign savings to fund program positions of internship ($10,500), VBS/Summer SS/BECC curriculum ($13,500), Health & Wellness ($6000), and Family Ministry/Faith Milestones ($6000) in the first half of the 2010/11 budget year. It was approved unanimously.

Motion C – Del Hock moved and Derek Birznieks seconded to use $6000 of Founder’s Campaign savings for a property request to install shades in the west narthex. It was approved unanimously.

Recommendations:

1. Look at the second half of they year’s budget to determine if use of the Founder’s Campaign Savings is needed in the last half of the budget year for the current positions, if not use it for new programs.

Action Items:

1. Kevin Dragseth will set up a grief counseling program for youth, continue training adults to work in youth ministry, and connect what youth do at home with the congregation. He is also working with Rainbow Trail to set up the next international mission trip.

Del Hock moved to approve the April minutes, and Ron Guse seconded the motion. It was approved unanimously.

Don Abram moved to use Founders Campaign savings for Library repairs for $1000, HVAC computer replacement/new building for $6200 and to install new carpet in the office for $4000. Bill King seconded the motion. It was approved unanimously.

Bill King moved to adopt the corporate resolutions as presented and to appoint the Director of Finance and Administration and the members of the Executive Committee as the trustees as referenced. Don Abram seconded the motion. It was approved unanimously.

Don Abram moved to approve to continue with the proposal process with Sprint to get more detail and finalize pricing. Ron Guse seconded the motion. It was approved unanimously.

Recommendations:

1. Communications Task Force recommends improving the Beacon and the Bulletin, as well as the sound system and signage around the church. It will be reviewed by EC and open to further discussion.

Action Items:

1. Organist Search committee has interviewed 4 candidates is in the process of putting together an offer to a candidate, and it will go before EC for approval.
2. Director of BECC search committee is in the process of putting together an offer after interviewing 2 candidates and will propose to EC for approval.

Thanks to everyone who attended the Congregation meeting on Sunday May 16.  The motion to approve at $1.95m budget for 2010/11 was approved by an overwhelming majority (120-3).  The changes to the Constitution were approved unanimously by a show of hands.

Motion A – A motion to approve the March Council minutes (with change from 2009 to 2010) was made by Terry Pickett and seconded by Ron Guse. It was approved unanimously.

Motion B – A motion to approve recommending the 2010 /11 budget of $1,950,000 to the congregation was made by Del Hock and seconded by Andy Gift. It was approved unanimously.

Recommendations:

Excused members included Del Hock, Pastor Ruth Ann Loughry and Pastor Ron Glusenkamp. The meeting opened in prayer by Brenda Greenwald at 7:04 pm.

Motions:

Motion A – A motion to approve the December Council minutes was made by Peggy Furgason and seconded by Terry Pickett. It was approved unanimously. A minor correction was made by Becky Godec as she was listed as both present and excused.  She should be excused only.

Motion B – A motion to approve the use of bequest funds to eliminate the six-month deficit for the General Fund of $69,085 was made by Ron Guse and seconded by Derek Birznieks.  It was approved unanimously.

Motion C – A motion to approve the housing allowance $36,000 for Pastor Ron and $29,000 Pastor Ruth Ann was made by Don Abram and seconded by Dan George. It was approved unanimously.

Motion D – A motion to approve the use of up to $6000 Founders Campaign Savings to fund the Director of Health & Wellness through June 30, 2010 was made by Peggy Furgason and seconded by Michelle Stone Kraus. It was approved unanimously.

Motion E – A motion to approve the appointment of Gwen Grace to the Audit Committee for three years was made by Brenda Greenwald and seconded by Ron Guse. It was approved unanimously.

Motion F – A motion to approve the appointment of Barbara Bell to the Bethany Foundation to complete the remaining term of Del Hock was made by Don Abram and seconded by Michelle Stone Kraus. It was approved unanimously.

Recommendations:

1. Joel recommended scheduling three Town Hall meetings throughout the budget setting process before the final congregational meeting and vote.   There was general agreement to have Financial Task Force set three dates. He would like to see representation from Council to the Business Leader’s Forum on February 5 as a preliminary opportunity for input.
2. Recommendations for 2010 Goals: Addressing stewardship and declines in contributions, clarification of activities happening with youth program, addressing and understanding all aspects of worship, discussing what does growth mean and how do we go about it (setting up an Outreach Ministry Team). Have discussions about sound system, chapel expansion, parking lot maintenance, front entrance enhancement.  The Executive Committee will continue the discussion regarding 2010 goals and report back to Council in February.
3. Continuing with Walk With Jesus was generally agreed on for new members and the previous member who hasn’t done it yet. Remaining months will be filled in with devotions.
4. It was recommended that the Fellowship Ministry Team report on why new members were attracted to and joined Bethany.
5. Council recommends that the membership turnover discussion be tabled until the pastors are present and able to participate in the discussion.

Action Items:

1. Don Abram has put together  Financial Task force, consisting of Terry Pickett, Ron Guse, Don Abram, and Joel Halvorson. They will review the budget, discuss current economic conditions and make recommendations for the rest of this budget year and the upcoming budget coming up for congregational approval.
